 Good Governance in Pakistan: Challenges and Reforms


Pakistan has consistently struggled to achieve good governance, with both elected and military governments failing to meet the needs of the people. This long-standing issue is driven by various factors, including political instability, inconsistent economic policies, weak institutions, pervasive corruption, lack of accountability, resource mismanagement, unsustainable debt, and poor public service delivery. As a result, Pakistan's current state of governance is characterized by a significant loss of public trust in government and state institutions. The inequitable distribution of resources has exacerbated disparities and increased poverty, while social justice, equal opportunity, and respect for basic human rights remain elusive.

The root causes of these governance issues can be traced back to the flawed practice of parliamentary democracy in Pakistan. Members of the National Assembly (MNAs) often prioritise recovering their election costs, securing contracts and jobs, and opposing local government systems over serving the public interest. Meanwhile, opposition MNAs focus more on recouping election funds or bringing down the government than on legislating effectively. This misalignment of priorities significantly undermines the potential for good governance.

Additionally, Pakistan's political system is fragile, with the prime minister heavily dependent on MNAs for development funds, making them susceptible to votes of no-confidence. This dependency forces the prime minister to rely on the bureaucracy, judiciary, and the army for support, rather than demonstrating effective leadership. In contrast, successful parliamentary democracies like Japan, Italy, and the Netherlands exhibit refined governance systems, independent and meritocratic state institutions, and an absence of military interventions. An efficient civil service and impartial judiciary play crucial roles in ensuring the rule of law in these countries.

To address the governance crisis in Pakistan, several reforms are proposed. Firstly, it is essential to revisit the current parliamentary form of government. Rationalizing the sizes of provinces and increasing their number could lead to better governance by making administration more manageable. Devolving resources to local governance levels as per the 18th Amendment would empower local bodies and improve service delivery. Establishing a national security council for integrated decision-making under the elected prime minister could also enhance governance.

In the short term, setting up elected local governments is crucial for improved public service delivery, allowing MNAs and MPAs to focus on legislation. Encouraging wealth creation through industrialization, ease of doing business, and attracting domestic investors can stimulate economic growth. Pursuing self-reliance by minimizing reliance on foreign aid, promoting industries that create employment, expediting economic zones, and encouraging regional trade can strengthen the economy. Ensuring the government's writ to attract investments and empowering the Election Commission of Pakistan to use electronic voting machines for transparent elections are also vital steps.

In conclusion, reforming Pakistan's governance system is imperative to ensure the safety, security, dignity, and prosperity of ordinary citizens. Without such reforms, the cycle of ineffective governance and public disillusionment will continue, hindering the country's progress and development. By addressing the root causes and implementing the proposed measures, Pakistan can move towards a more stable, just, and prosperous future.
